Is there a way to easily scrub 1, 5, or 10 seconds forwards

This happens to me when I miss something in a lecture or interview I'm watching at high speed. It's very difficult to get back right to the exact point where that slide or word was shown/spoken and ends up wasting a lot of time.
Is this possible to program or better does it already exist in some capacity?

Yes. Press alt-left to move back ten seconds or alt-right to go forward.

Look in Preferences>Advanced under "Hotkeys". In the Hotkeys window you will see the following shortcuts:
Very Short Jump Back
Very Short Jump Ahead
Short Back
Short Ahead
Medium Back

And so on.

Underneath the listing of hotkeys there are settings for how long each jump is. The default is:
Very Short Jump: 3 seconds
Short: 10 seconds
Medium: 60 seconds
Long: 300 seconds

You can change those numbers to what you need.
