Linux - no settings at all

hello,

under Mint, i use vlc 3.0

and all settings are gone, in v2, I could enable audio normalization

here, the File/preferrences menu just display a rather useless right panel that does not go away

Edit/preferences or Edit/settings dont help much either

plz help
