VLC 2.1.3 Live Webcam Streaming

I am attempting to set up a live webcam stream from a USB WebCam attached to the same computer I am running VLC. I can stream and capture to a file but I would ideally like to be able to use VLC on another computer (or my iPhone/iPad) to view the live stream. This will be limited to my local network. I don't need or want the video streamed to the internet.

Is this possible with just VLC on the host and client computers/iPhone? Do I have to set up a web server on the host computer and a basic webpage? This is essentially a poor man's security camera system using an old Vista computer and WebCam. IF this works I might try to add Wireless cameras later.

Again, ideally I don't have to set up a web server and write web pages.

You can do it with VLC. Use HTTP/TS and h264.
