2.1.3 vs 2.1.4

I'm confused about the status of 2.1.4 on Windows.

2.1.4 is advertised on x64 apps - it wants to download it.
It isn't present on the regular download page

but you can find it if you look on the ftp site

The windows version available is x64 only tho (I guess) -
no x86 / 32 bit version?
