Okay, I give up! Where is timecode/decimal seconds hidden?

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

What I get is:

somename.ext.00_06_31.00020.jpg
somename.ext.00_06_31.00021.jpg
somename.ext.00_06_31.00022.jpg

What I want is:

somename.ext.00_06_31.03511.00020.jpg
somename.ext.00_06_31.59820.00021.jpg
somename.ext.00_06_31.96159.00022.jpg

But I would at least like to get:

somename.ext.00_06_31.04.00020.jpg
somename.ext.00_06_31.60.00021.jpg
somename.ext.00_06_31.96.00022.jpg

How?

(Forgot to say, it's frame grabbing/snapshots I'm talking about.)
