Issue Streaming RTSP multicast over network

I am trying to use VLC to bring in a RTSP stream from a IMT MobileCMDR-HD, which is a receiver/monitor for helicopter downlink. The device supports RTSP and am trying to take that feed and see it on multiple computers through out the network. For testing I set the Multicast address on the IMT MobileCMDR-HD to 192.168.000.001:5004.

I then go into VLC and open a network stream of RTSP://192.168.000.001:5004

I get presented by an error in the console of
[01ee2190] live555 demux error: Failed to connect with rtsp://192.168.0.01:5004
[01e7a058] access_realrtsp access error: cannot connect to 192.169.0.01:5004
[030fe7d0] main input error: open of 'rtsp://192.169.0.1:5004' failed

I not sure what I am doing wrong. Is there a reason why its not connecting?

You are not making any sense.

You aren't setting a multicast address on your video input source. You are setting a unicast address.

Your listed outputs are curious. The IP you list changes from 192.168.0.1 to 192.169.0.1. You need to make sure you have the right one and that your device is streaming with the port and protocol you expect.

Once you are able to see your unicast stream in VLC, then you can use VLC to re-stream that feed as multicast (most likely with transcoding required). A multicast address would be something like 239.255.1.1
