Automatic recording

What i'm trying to achive is the following: I'm searching for a command string for VLC that automaticaly starts recording when I open the stream, that when the stream is offline tries to reconnect every few seconds to check if it's online again, and then starts automatic recording again. And everytime it makes a new record (in case when i reopen the stream or the stream was offline) it had to make a new file that auto increases a number like: stream1.mp4 (is the first stream) stream2.mp4 (is the second) and so on..

I've tried several command strings I found on the internet, but I can't find one that can do all of the above.

Can anyone help me with this? Is it even possible?
