VLC doesn't show entire picture on screen

This is a weird problem I never had before and I cannot find other posts with a similar one. I recently formatted my computer and installed vlc on it, but the player doesn't show the full picture within its borders. It's always missing a centimeter or two from the bottom and from the right side of the picture - it's like the picture is too large for the player. I tried all the possible resizes, I stretched the vlc borders from very narrow to very wide, I reinstalled the program, but nothing changed. It's most often problematic when I watch something with subtitles because they cannot be seen/they're outside of the players borders. What is the problem?
