Customized VLC Web Interface with Mobile Focus

How much would a (not necessarily VideoLAN) developer quote on creating a custom web interface for VLC with a focus on a mobile device (with a 2.25x3.75 inch display)? It would have to be licensed in a way that allowed shipping with VLC, in case people wanted to do so. A mockup of what I was thinking for the interface is below, if anything is hard to read due to my writing surface, let me know. I can also identify measurements, but they're intended to be a guideline not a concrete rule. Fair warning, the image is 1536x2048.

Addendum: This is intended to be used as a controller for a remote instance of VLC, not a audio or video display.
