Pixelation

I'm using VLC Media Player version 2.1.2. on a Windows 7 Professional 64bit machine. I have 12Gb RAM and a 1Gb ATI Radeon HD5770 video card.

Whenever I launch a video from a file (Not from a disk) the video starts, then a second or two later, it pixelates and takes another few seconds to come back. Also, if I try to advance the video using the slider, the same thing happens. What would be causing this?

Also, something that's perplexed me for some time, how do I change the size of the video? It seems all I can get is 1:1 original size. If I go to Video>Zoom, I can't get 1/2 or 1/4 size to work and sometimes I'd like to make the video smaller.

Thanks for any suggestions or solutions.

Please disable GPU decoding in preferences.
