How to enable Capture Device Configure buttons in 2.1.3?

I was using an older version of VLC and just tried 2.1.3, but I can't seem to find the Configure buttons for the Video and Audio Capture Devices on the Capture Device tab under Device Selection. I use these Configure buttons to set source screen location, frame rate and other options for my capture device. Those settings are not accessible any other way and the Advanced Options window does not show the configuration dialog for the capture device.

Is there a preferences setting or I can change or file I can edit to restore the Configure buttons?
