Minimizing latency on streaming video

I want to understand the options etc. for minimizing the latency when streaming video between a source and vlc. I have cvlc on the board generating the video, and I am streaming to vlc 2.1.2. Does anyone have the minimizing option settings for both the encoder (source) and the VLC player?

Decrease the GOP, disable B-frames, decrease input and sout caching, use a simpler codec.

Jean, Thank.

I disabled b-frames, and set caching to zero on the streamer side. We are using the GUI Vlc player, can you point me tot he input code latency? What do you mean the GOP?
