yes, happens to me too.
tested on xp sp2 and vlc 0.8.4 test 1

it works in 0.8.4-test1a, but it needs focus ... you have to click somewhere in the right side once. then it works. i think certain mousedrivers (or better: the backgroundapplications which are installed with these drivers) - microsoft intellipoint for example (if i remember correctly) - do (switch focus to the window with the mouse-cursor) this autmatically. the last logitech mouseware i've tried for example didn't do that.

so to me it seems, that this depends on the mousedriver, not the application ...
