Subtitles/Translation Question

Hi,
Watching recently "Les Morfalous" with JP Belmondo (1984?). Cannot find decent subtitles. The English translation is a little "out of whack" and timing is totally messed up. I like the movie to the point that will consider furnishing a better match. I have no idea how to capture time precisely, as the subs files that I have are exact to 1/1000 of a second. It is obvious that this precision is not necessary, although a lot can be said in one second, especially in French. Another thing is lack of familiarity with a format of text files for displaying the subtitles. Maybe somebody can lend me a hand with finding or pointing out the information of how to generate good subtitles with proper synchronization for viewing movies using VideoLAN?

There are Windows tools like Subtitle Workshop and Subtitle Edit and cross-platform ones like Aegisub, among other ones.
