Menu item Open Recent Media not working

VLC 2.0.8 on Windows 7 x64 Pro installed to separate folder outside of Microsoft protected tree "Program Files" to avoid UAC interaction.

When I go to menu item "Media/Open Recent Media" there is a list of 5 items, all of which are video files I watched maybe 6 months ago.
None of the recent files I have watched the previous weeks are listed!
What causes this mysterious behavior?
I usually open video files (mp4, rec etc) by double clicking in Windows Explorer, is this why the list of recent files is not updated???
If so it is really sloppy programming....

What gives? Is VLC not ready for use on Windows 7 X64????

Is there a setting that can make VLC NOT save its configuration so it can later be reloaded?
And where are the configuration data saved in the first place?

It seems like it always reads OLD config data when it starts!!!

It seems like the only way to get VLC to save a file name into the vlc-qt-interface.ini file in this location is by way of opening it using the Media/Open file command!
If I start VLC playing a file by double-clicking it then this file is not listed in the recent list and not written to the ini file!

And this is the way I normally play video files: doubleclick the file in Windows Explorer and it opens in VLC.
I do not think I am alone in doing it this way.
Seems like VLC does not care for the ini file at all in these circumstances so any checkbox setting one might have placed there is not used and the resume plug-in does not use the data file it has created earlier either.

Should I enter another one about the way VLC just crashes of the remember position checkbox is active when I open a video file?
Seems like that is a different problem....

Resetting the preferences and cache had some effect:
1) So far I have not managed to crash VLC. Before it crashed immediately if I opened a file with the check present.
2) If I open the media file from within VLC using the Media/Open file command the recent media list will update
3) The plugin check box View/Remember position is still not persistent
4) If I manually check it and then play a video to some point where I stop, then close VLC I can re-open the video from the Media menu and it jumps to the last position if I first check the check box, but not if I just open VLC and then open the recent media from the list.
5) If I double click the video file it starts playing at the beginning
6) But if I go to View and check the remember position check box then it immediately jumps to the resume position! But since the check box is not persistent it will not do this automatically...

This thread is about the Recent Media list and the conclusion of my tests regarding this is that the list will ONLY update as a consequence of opening a file from the Media menu and NEVER if a file is played from double clicking the file in Windows Explorer.
So there is still a bug in the handling of the Recent Files list.
Is this solved in the rc2 version? I have previously used release candidates but had some problems with that so I stopped. Maybe it is worth a test?

EDIT: There are three different big files in the download list, which one is the proper one to use on Windows???

The other issue about the persistence of the plugin check box may be caused by some mistake in the plug-in itself (which is a LUA script)?
If a plug-in has published a control on a menu like in this case the View menu and the user activates the control, who is responsible for making the setting persistent?
The plug-in or the main VLC GUI engine?

I installed the 2.1 RC2 version and it does not work at all...
1) The Recent Media list is not updated with files from double click start, still only registers media opened from the Media menu.

2) The plug-in for Remembering the position does not work at all... The item is there on the View menu but it can not be enabled.

So it seems that RC2 is in worse shape than the 2.0.8 release version....
