apt URL needs a specific location for installation

Firefox says my VLC plugin is out of date, so I came to the website to find the newer version of VLC. I found the specific link for Ubuntu, but the link is useless.

I need the specific location of the deb file. The URL apt://vlc tells the default package manager to look for the software at vlc, which it cannot find. It needs a location that is local (usually a silly use of the apt: protocol), or on the web, such as videolan.org/downloads/vlc.deb.

I understand that I may update VLC by doing a system upgrade, but that is an awful lot of work just to update one program. Maybe there is a PPA on Launchpad somewhere, but those tend to come and go unless maintained by a software developer. Unfortunately, I was unable to build VLC myself on a previous attempt because the dependencies for building them were not available.

I apologize if this has already been discussed, but I could not find this topic when I did a search.
