Dreambox Streams Black Boarders

Hope someone can help me here not sure why this happens

Ok i stream from my dreambox to my pc by vlc direct stream like http now some channels have big boarders but look fine on my tv why is this?
i have change the aspect ratio no matter what i do it never fills the screen.

some programs are bigger black boaders

ive noticed this too. if columbo is on itv. in SD it's 4:3. in HD it's 16:9 with bars at the side.
i just assumed that hd was always broadcast in 16:9.
