VLC 2.06 on Win 7 32bit MP4 sound but no video

I am running VLC 2.06 on Win 7 32bit but when I try to play an MP4 file I get sound ok but just get a locked flickering first video frame. Is there a solution to this problem(it has been apparent in earlier VLC versions too)

Try changing the video output modules.
Tools->preferences->Video->Output:
Save and restart VLC.
