Live ticker on a video?

Hi there!
This is my first post here and I hope it's the right place for it.

I new to anything more that using VLC as a video player and never dealt with anything else.

I need to find a solution and VLC might be my answer. I need help in understanding it.

I need to play a video (which will be looped) and on top of it I need to have a ticker (like any live channel) that will show the current weather of 8 cities...

I am sure this question was asked here, but I need a step by step directions if possible, to achieve...

I appreciate any input!
