DVD scaling to hi-res

When playing a DVD fullscreen and the resolution is higher than the DVD, when does the scaling happen - as part of the DCT or during the blit to the screen? In fact, is it possible to scale the resolution during the DCT?

I'm asking because I'm interested in whether I would get better quality by driving an HDTV via VGA at a hi-res or let the TV do a simple upscale.
