How to issue Cmd Line Commands to RC ?

I'm trying to take advantage of some of the commands available in RC Interface that are not available in VLC running alone... like Clear Playlist or Playlist Status and some others

Need 4 sample command lines to send commands to RC which then controls VLC... which is playing (not streaming) videos from a playlist?

Case 1: PC1 running RC and PC2 is running VLC and playing the videos (both on same network)

Case 2: as above but PC1 to control PC2 over the internet (possible?)

Case 3: PC1 is running both RC and VLC - so commands issued to RC would control VLC all on the same machine

Finally

Case 4: Add RC as an extrainf and hide it (this for case 3 above as I understand it)

I've searched for sample command lines to do this but have been unable to find them.

I now have VLC and RC running on the same PC

But I'm having to enter commands into RC manually...

Is there a way to issue commands to RC from the Windows Command Line

so that a batch file could issue the commands...
