Audio streaming over LAN

Hello I have been trying to get this to work for 2 days. What I am looking to go is stream my audio from one computer to another computer on the same Lan.

Here is what I have done opened VLC in the server comp. Selected Stream capture device (desktop)
selection HTTP for new destination used port 1234

Went onto the computer I want to hear the audio selected Open network stream and put in http://{serverip}:1234

But it does not connect.

Please someone help me get this working. If I am not mistaken, I should be able to hear anything on the server computer through the other computer. I specificly want to hear the system sounds.

yes they are open i have opened them both incoming and outgoing
