!! VLC Streaming - MP3 via HTTP - Cannot pre-fill buffer

I have started encountering issues with streaming via HTTP using VLC. I am tearing out my hair as I've tried to get this running on multiple computers on/off for weeks.
All I'm trying to do is serve a high quality audio HTTP stream using VLC to VLC.

I am using an audio device: virtual-audio-capturer (no video device selected - set to none).
This is on a Windows 7 Professional OS

I have eliminated 99% of possible causes including the following steps:
  • Disabled Windows firewall
  • Disabled anti-virus, etc.
  • Reset VLC preferences
  • Delete VLC cache folder
  • Uninstall & Reinstall VLC to latest version
  • Attempt server 2003 pc client to local VLC streaming server, same problem
  • Attempt localhost streaming to local VLC client
Client Debug Error from 'Messages' window on Verbosity-2(debug):

The streaming VLC client seems to be running although if I set it to anything other then MP3, it crashes or doesn't start.
