Is it possible to remove all window decorations in non-fullscreen?

[ ] Embedded video
[ ] Window decorations
I cannot move it on the screen. It is stuck in top-left corner.

What do you mean by that? I tried starting vlc with

"C:\Program Files (x86)\VideoLAN\VLC\vlc.exe" --qt-minimal-view

but it didn't change anything

Tried his method and just like him, it's a small window stuck in the upper-left corner.
