encoder issues anyone else?

Im new here i hope im posting this in the proper place if not someone please move it .. Im having a great deal of problems being able to play a live stream feed with vlc it plays in IE ok.. but i want to be able to stream it to my server for other users to view im using a sc black ipe 101 video encoder for the feed ...

but getting it to play in vlc on my desktop seems to a problem... here is the ip of the encoder ******* would someone be kind enough to see if it works for them please ... thank you in advance
