Hotkeys not working

The hotkeys for moving forward, backward, and volume do not work when trying to play a movie.
When I try to jump forward in small or medium increments it jumps forward more than it shuold, and after a couple fo clicks I am at the end of the movie.
When I then try to backup using hotkeys the slider continues to jump/move forward,
I did not have this problem with Ver. 1.1.11

No. It seems to work OK with mp4 files and flv files.
I only seem to have the problem with hollywood movie rentals.
I was mistaken when I initially stated the problem, as I reloaded Ver 1.1.11 to use it and discovered it also has a problem with the arrow keys.
I don't remember it happening in the past with 1.1.11, so it is possible I've loaded something new that runs when I start the computer, but I have no idea what, or how to discover what program would be loading arrow key controls.
I have always used PowerDVD, V.5, to watch movies. I only recently started using VLC. PowerDVD, though, does not use arrow keys for hotkeys.

I am using
XP Home, sp3.
latest version of nVidia software.

It is most likely a timecode parsing issue. VLC seeks with timecode, and if those codes are incorrect in file, or VLC calculates them incorrectly, the seeks won't work as expected.

What does your response mean?
By the sparness of your answer, I gather you are not on the develepment or debugging staff, is that correct?

If you are, What can I do about it?
Why would a default setting be out of sync with movie industry standards?

I also have a time slider problem. So this is most probably VLC problem.
It looks like it work before on version 1.1
