Hey,
I experience the same issue recently on Win7 64 bit (and I have no tablet).
Even without VLC running my Windows GUI occasionally isn't clickable (this affects 3D apps as well as clicking on the taskbar or upper bar of an app). I can only get it working again by hitting CTRL+ALT+DEL and then back to the desktop.
VLC itself is affected too though the problem got worse recently, I can't even click on the control GUI of VLC (so can't change volume, jump to a specific time position etc). Uninstalled VLC, reinstalled, same thing. Even went back to 0.96 and same issue. So I believe I have 2 separate issues but similar behavior.
Could this even be related to VLC? If so, anything I can do to help you analysing the issue? What information do you need?
