PC is too slow for 720p HD Video File

Hello,
my PC is too slow for a 720p HD video file, these are the codec details:

When I play it with vlc, I have stuttering of the the video and audio, but not always 3 sec are OK, next 3 sec is stuttering and so on...

So I was wondering if there is anything I could tweak in the VLC settings to make it play nice? A little loss in quality would be ok.

My specs:
Windows XP
AMD Athlon Thunderbird 1,2 Ghz
1 GB Ram
Nvidia GeForce FX5600 (AGP)
(so everything is quite old...)

Loop filter trick is about only thing you can do.
