Trying to stream from Home PC over Net to Laptop

I can't figure out why I can't connect to my home PC to stream, keeps coming up with errors that it couldn't be connected unless I am misunderstanding what destination tab is for? is there a step by step somewhere ? I been researching this for 2 days straight and I still can't get anywhere for which I maybe using wrong words for search. I am trying to stream videos (.mpg) from Home desktop PC via internet to laptop somewhere else... its too slow to run Windows media player with the drag drop or Open file via VPN for which the bandwidth is only 3mbps down and 2mbps up..

If you use UDP based streaming protocol, you set IP address of client to the the address.

If you use TCP based protocol (like HTTP), you leave the address part blank (or use 0.0.0.0)
