VideoLan Server Requirenments _HELP!

VideoLAN Masters,

My project consist of creating a video server which will hold aprox 1000 on demand videos + about 5 broadcasting files. Can anyone drop some knowledge and help me with the following questions:

1)What system I would need for this project *recommended specs
2)ISP speed requirenment T1 up or any other suggestion?
3)VLC vs windows media services from Windows Server 2008 - How would I benefit from VLC rather than just going with Windows Server *besides cost wise
4)anything else to consider?

Would I still use vlc on lighttpd or apache or its something else? Do you consist of any materials regards lighttpd or apache in regards to VOD?

also what kind of formats lighty uses I've read that only these two which is minimum:

Formats: flv, mp4*

Did anybody tried adobe FMS??
