Trouble viewing any media file

I have searched and cannot find anything like this.

When I open a media file (does not matter what kind) VLC will open the file, but then seem to attempt to keep opening it repeatedly. If I go to another window, or even open up any preferences or any of the tools at the top the video plays just fine. As long as VLC remains in a background window the file will play just fine. When I click on VLC in the taskbar to bring it to the foreground, it will immediately go back to the beginning of the file and seemingly attempt to keep opening the file.

I have uninstalled/re-installed. I have updated all video drivers. I just cannot seem to fix the issue. Any suggestions?

Are you sure this is a valid AVI file? You did not force the AVI demuxer, did you?

I have a same problem here.

I don't know why VLC do that every month (I must reinstall, shut down my pc, and restart for correct the problem ...)
Perhaps that will help you :

Config :
Windows 7 x64
Ati Drivers (updated)
VLC is on my SSD and all media are on other hard drive.

@ Remi. All files are 100% valid working files (I can view them in WMP just fine). The player is at default preferences.

@ Pfsm thank you for the video link. that is my exact problem.

I have tried re-installing/restart yet the problem still exists.
