conversion to webm: video bitrate is not correct?

conversion to webm: video bitrate is not correct?

Hello,
I am working VLC 1.1.10 with XP.
If making conversion of .wmv to .webm I can modify the video bitrate under identical circumstances and lesser video bitrate results in a smaller file size and also invers.

But examininig the resulting files than you can see follwing bitrates:
menu effect
240 3574
250 3604
30 1186
10 380
7 271

Why the output bitrate is not identical with the input parameter?

Probably because the encoder does not interpret the bitrate correctly.
