How do I use the VLM "broadcast" mode in Windows?

I am trying to use it via the built in GUI for the VLM, but it won't work. I set it up but I get no stream coming out. I check the ports with CurrPorts (which should show VLC listening as a server on the desired port) but it isn't. Why isn't the Windows GUI working with the VLM? There's specifically a VLM control panel for the GUI, but it's not working. Please help me figure out why. Here's a picture of my screen at the moment.

I have been using the GUI to capture the error messages.
I proceed as follows:
1) Create conf file with text editor (notepad works fine)
2) Run VLC
3) Open messages (under tools)
4) Open VLM configurator
5) Import the conf file from step 1 above. - this step runs the code.
6) After viewing the messages quit the VLC and start again on step 2. - VLC does not like a second import...
7) Once conf is perfect, run with the following (can be put in bat file)

Code: Select all

"C:\Program Files\VideoLAN\VLC\vlc.exe" -I qt --vlm-conf "C:\YourConfigFile.txt"
