streaming from behind firewall w/ rtsp

I would like to stream video (from webcams) to the internet. The apps that are used on the WAN (internet) expect rtsp.

I have read in a few places this is not possible for vlc (rtsp behind firewall). Is that fact? If it is not, could someone please give me an example, including the ports that need to be forwarded thru the firewall?

You cannot stream from behind a firewall unless the firewall supports the streaming protocol (and is configured to allow it). This is entirely dependent on your firewall, so...
