movie shows on monitor but not on tv

I have my hdtv and monitor connected as clones to my video card. They show the same content, except when I play a movie on vlc. The movie displays normally on the monitor, but does not show on the tv. All I see there is vlc's gui, the menu bar at the top and controls at the bottom. The content area remains blank.

That's a limitation of your graphic acceleration. You can disable the video overlay to work around it.
