Auto load VLC for sight impared

I have a camera hooked to a video capture ncard ( an OVAC Flex EYE). I'd like a way... when you start VLC that it automatically starts the capture device in full screen. The guy is a artist, has developed Macular degeration in one eye, and isn't to computer savy. if this is barinless he may be able to use it for his work. THANKS FOR READING, and/or responding

Find the correct URL to open it 'dshow:// dshow-vdev=....' to open vlc and do a shortcut to start it.
