Updating Marquee using a script

Hi,

Was wondering is it possible to create scripts to interface with the console? What I want to do is change the title on specified times and need to know if I can send commands to the console?
and my other question, is there anyway to upload your playlist or a plugin that can upload your playlist/currently playing tracks to a site?
