Reinstalling VLC will do nothing. The problem is with the video files being corrupt. Windows just says "vlc.exe" would be corrupt because it accesses these corrupt files. Just run CHKDSK as Windows told you to do. It will find the errors in your file system.
This error might also occur if you try accessing files on a USB drive and you have a faulty USB driver. Then try updating the drivers for your USB controller.
