Solutions for approximating frame accurate seeking

I have an application that would benefit from the ability to seek to a particular frame. I understand this is a hard problem and something that is not currently supported. However, browsing through the forums I got the impression that some video formats are better than others for accurate seeking. I was wondering if you all could recommend the best video format for me to use for this purpose. Furthermore, if I were to convert videos using ffmpeg are there any particular parameters I should specify to improve seeking accuracy? Many thanks in advance for your responses.
