I had the exact same problem, same version of the dll... I tried to cleared the registry from anything named videolan or vlc and reinstalled .. but still no luck.
Then i tried to rename my "plugin" directory (just added a blank space in the dir name), then i ran vlc.exe (nothing happened as expected), then I renamed my directory back .. and TaAADAA everything works?!?! how could this be?
hmm atleast it solved the problem for me!

flyboten, your a genius. I dod the exact same thig you did and it worked.
rename plugin folder, start vlc, rename folder back and wala !!!
