After changing hotkeys, they are not accepted

I have installed VLC media player 1.1.3 on Windows XP sp3. I would like to change hotkeys for "Next" to Ctrl+Right and "Previous" to Ctrl+Left. I did the following:
1. Tools | Preferences | Hotkey
2. Double in cell interception of Next row and Hotkey column and then after aksing to press combination I have pressed Ctrl+Right and then Apply button. The Hotkey column data for Next row has changed to Ctrl+Right.
3. I clicked on Save button.

When pressing the Ctrl+Right nothing happens. I see "n" key is still used for Next. It looks like new settings were not taken. I have tried to change hotkeys for some other options and the same thing, not accepting my hotkeys.

Am I doing something wrong? How to set hotkeys?

You have to restart VLC for hotkey changes.

VLC_help, yes sure I did that and it is still not working.

I have figured out that some other hotkey settings have the same hotkey like I would like to set. So two different operations have the same hotkey. Strange. I have cleared the hotkey for the option I don't want to have this hotkey and restarted VLC and now it is working.

I think this is some kind of bug. It is not logical to have two task the same hotkey, is it?
