PAL Resolution

So, original PAL resolution is 720 x 576, but VLC actually shows it as 1024x576, which makes the DVD look much better.
Anyways, I tried dividing the DVD into chapters using the Convert/Save feature in VLC, but I need a way for VLC to SAVE the video to 1024x576, rather than keeping the 720x576.
Is there ANY way to change the dimension/aspect ratio of the video ITSELF, not assisted by the player? And if possible, without reencoding?

Stored and display resolutions are two different things. DVD content is anamorphic so it must be scaled during playback. That is why VLC shows 1024x576 when video is stored as 720x576.

There is aspect ratio option in Video menu in case you want to change it during playback.
