Dell Studio XPS Volume buttons

I have a Dell Studio XPS 1645. The volume buttons (raise volume, lower volume, mute) are controlling the computer's volume just fine, but when VLC has focus the commands are also passing through to VLC. I have tried going into the hotkey options and completely turning off any volume hotkeys so they are "unset" but it is still passing these commands through. This is very annoying as I prefer to leave VLC at 100% volume and use the volume keys to control the Windows volume, not VLC....is there any way to fix this, is this a bug? (I think so)

VLC 1.1.2
