Overriding default VLC keybindings

Hello,

I have a remote control that interfaces with the operating system via a global driver and thus to the computer certain key presses on the remote are basically translated into keyboard key combinations, for example, the button marked as "stop" on the remote basically emulates the combination ctrl+s.
This creates a problem with using the "correct" buttons on the remote (i.e the stop button performing the stop action) in VLC since ctrl+s for example is bound by default to opening the streaming menu and setting ctrl+s to perform any other action via the hotkey options doesn't override the default binding. Needless to say the case of "ctrl+s" is only one example of this issue.
My question being, Is there any way to override the default key bindings that exist in VLC and free the key combinations to be usable as hotkeys?

Key bindings can be changed from the preferences panel

Either I'm grossly missing something or we're not on the same page.
The only key binding related options I can find anywhere in the preferences menus are the hotkey controls and those don't include the"global" keybindings found in VLC player.
For example there's nothing in the hotkey list regarding the binding of ctrl+s to opening the Streaming menu.
