General time shift module question

General time shift module question

Hi all,
As you can tell by my post count I am new to the forum, I am not new to using VLC in general though. I have however never used the timeshift module access filter before. My two questions are general and will indicate my novice abilities:
-How do I enable the filter? Do I go to Tools>Effects and Filters>Video Effects>Advanced Video filter controls and then do something here?
-Will the timeshift module work for anything that vlc can stream or does it only work for certain kinds of streams?

It is by default.
It is enabled for all streams where you cannot pause.
