Streaming to the web through a Router?

I have an idea to stream my video. I am not knew to streaming over a home network as I set up a 7 computer playback of some anime over the weekend but I have never succeeded in streaming to the web. I am hoping to set up a stream to my router at 2 ports and test if I can then aim a HTML file at my External IP on the same ports. This will I hope with pre encoded files set open a timed loop allow me to see my favorite episodes of Red VS Blue, GundamSEED, or what ever at school. Will this work like a multicast if I set it as one or will it take up 2 times the bandwidth for 2 people to see the video?

OK... and another thing... If I do this will the video going to my router and being seen by linking to it with a page on my website (hosted by http://www.Hasweb.com) sap bandwidth or will it count as a link and if anything Upload bandwidth... I have 100GB of bandwidth to use each month for only 12.99 it’s not bad. I hope to stream site relevant video during the day wall I am at school or for friends that don’t have access to space on a hard disk to store the files themselves. I am using a 320:240 resolution with about 15 frames a second so the video is only about 250Kb and the audio is set as low as it can without total dropout in quality. So its only about 24Kb. I will be testing this weekend but I need to first set up the HTML files on my server. Is just a basic embedded file method ok but pointing to the Video LAN site not Microsoft or Real? I hop so do to the fact I am not that into Java or Flash base WebPages.
