I have been going round in circles for ages over is it possible to cut the end of a video? If the answer is out there I missed it. Or it was far to to tecky to understand. This is by the way for MP4 video.

MP4Box can cut and split MP4 files.
If you're using Windows you may want to try YAMB as a front-end GUI. Get the latest v2.1.0.0 beta 2 which is stable enough.
