AVI format troubleshooting

Hi,
I have a device which takes three JPEG pictures. I wish to create an AVI clip out of this three pictures, displaying each frame for 3 seconds.
In order to avoid picture duplicating, I have built an index that points to the same picture (same entry repeatedly).
The VLC alerts of a broken index and offers to repair it. If I accept, It shows the 3 pictures, no repetition. If I decline, it shows the clip as expected.
Both WMP and RealPlayer display the clip with no alert.
