I think what Videolan.org needs are Spanish-language (and non-English, but sadly I can only help with Spanish) translations of the download pages.
I think you should copy the approach that OpenOffice.org uses, that is, use a subdomain name for all non-english language, thus, the Spanish language pages should be at
htpp://es.videolan.org/vlc/
German in
htpp://de.videolan.org/vlc/
French in
htpp://fr.videolan.org/vlc/
Italian in
htpp://it.videolan.org/vlc/
And so on. You get the idea.
The problem currently -which I have witnessed after telling someone to download vlc, is that they Google for "videolan vlc download" and then click, arrive at videolan.org and say "now what? I don´t read English". And that´s when the process stalls.
Of course, an even better approach would be for videolan.org to use ip geolocation and automagically redirect visitors from latam. and spain to http://es.videolan.org
But first things first. I can help with the translation to create http://es.videolan.org. Is there a will to do such approach?.
