Using VLC to record and save segments from video files

Using VLC to record and save segments from video files

I'm watching video clips where I want to record and save some segments from the video. These segments are usually just a few seconds. I want to do this easily while using my normal mediaplayer. I've tried using a Screen recorder program. It works ok, but I figure it could be done easier and with better quality.

1. Is VLC the best way to do this? Is there some third party program I can use combined?
2. When using the Record button in VLC, where do I change the quality and codec used for the file created? I find the files a bit too big.
